What Is a Phase I Environmental Site Assessment?
A Phase I ESA is a non-intrusive environmental study that evaluates a property’s current and historical use to determine the likelihood of environmental contamination in soil, groundwater, or vapor. Conducted according to ASTM E1527-21 standards (updated from E1527-13), the ESA helps clients comply with All Appropriate Inquiry (AAI) requirements under CERCLA and supports the Innocent Landowner Defense.
The goal: identify any Recognized Environmental Conditions (RECs) that could pose a legal, financial, or regulatory liability.
